UPI Charges from 15 October 2026 — What the 0.4% MDR Actually Means for You and for Your Shopkeeper

Seedhi baat pehle — aapke UPI par koi charge nahi lagega. Jo laga hai wo merchant par laga hai, aur uske bhi kuch exceptions hain. Neeche wahi hai jo NPCI ke FAQ aur gazette notification mein actually likha hai, WhatsApp forward mein nahi.

15 September 2026 ko NPCI ne ek FAQ document release kiya, aur agle 24 ghante mein har doosre WhatsApp group mein yeh aa gaya ki "ab UPI free nahi raha".

Aisa nahi hai. Aur jo actually hua hai wo aap ke liye aur aapke shopkeeper ke liye do bilkul alag cheezein hain.

Yeh article sirf us cheez par tika hai jo NPCI ke FAQ, Ministry of Finance ke gazette notification aur mainstream financial press mein confirm ho chuki hai. Jo abhi tak confirm nahi hui, wo bhi neeche clearly marked hai — kyunki adhoori information isi topic par sabse zyada phaili hui hai.

Ek line ka jawab

Aap customer hain: kuch nahi badla. Aap wahi price denge jo displayed hai.

Aap merchant hain: 15 October 2026 se, Rs 2,000 se upar ke UPI payments par aapko 0.4% MDR dena pad sakta hai — bashart ki aap chhote merchant wali category mein na hon.

Baaki sab detail hai.

Jo actually badla hai

Kya lagega0.4% MDR on person-to-merchant (P2M) UPI payments
Kis parSirf transactions above Rs 2,000
MaximumRs 300 per transaction — cap Rs 75,000 par lag jaata hai
Kaun degaMerchant. Customer nahi.
Kab se15 October 2026
P2P (friends, family)Free, kisi bhi amount par
Rs 2,000 takFree

Aur Rs 2,000 tak wala part sirf NPCI ka rule nahi hai — Ministry of Finance ne 14 September 2026 ko gazette notification S.O. 5067(E) jaari kiya hai, Payment and Settlement Systems Act, 2007 ke Section 10A ke under. Uski operative line yeh kehti hai ki koi bank ya system provider, directly ya indirectly, UPI (Rs 2,000 tak) aur RuPay debit card se payment karne ya receive karne wale kisi vyakti par koi charge nahi laga sakta.

Dhyan dijiye ki yeh notification banks aur system providers ko bandhta hai. Yeh baat aage kaam aayegi.

Numbers, seedhe

0.4% sun ne mein chhota lagta hai. Merchant ke liye yeh dekhna zaroori hai ki kis point par kya banta hai.

Sale valueMDREffective rate
Rs 1,500Rs 00%
Rs 2,000Rs 00%
Rs 5,000Rs 200.40%
Rs 10,000Rs 400.40%
Rs 50,000Rs 2000.40%
Rs 75,000Rs 3000.40%
Rs 1,00,000Rs 300 (cap)0.30%
Rs 5,00,000Rs 300 (cap)0.06%

Cap ka matlab yeh hua ki bada ticket size is framework mein sasta padta hai. Rs 5 lakh ka ek payment aur Rs 75,000 ka ek payment — dono par merchant ko Rs 300 hi lagega. Lekin Rs 5 lakh ko agar aath kiston mein liya jaaye to har kist par alag 0.4% lagega. Yeh baat high-value business ke liye seedha planning ka point hai.

Kya sab merchants par lagega? Nahi.

Yeh wo hissa hai jo zyadatar coverage mein chhoot jaata hai.

Chhote merchants (P2PM). Jo vendor apne UPI QR code par mahine mein Rs 1 lakh tak receive karte hain, wo P2PM category mein aate hain aur un par koi MDR nahi lagta — chahe koi ek transaction Rs 2,000 se upar ho.

Aur category badalti kab hai? Jab kisi merchant ka inward UPI credit lagatar teen mahine Rs 1 lakh se upar rahe, tab usse formally P2PM se P2M mein transition kiya jaata hai. Ek mahine ka spike category nahi badalta. Acquiring bank aur payment service provider yeh monitoring karte hain.

Rate-specific categories. Kuch sectors par 0.4% nahi, alag structure hai —

Aur scale ka context: government ke FAQ ke mutabik UPI P2M transaction volume ka 95% se zyada hissa Rs 2,000 se neeche ka hai. Matlab transaction count ke hisaab se zyadatar UPI payments is framework se bahar hi rahenge. Yeh merchant count nahi hai — yeh transaction volume hai, aur do alag cheezein hain.

"Dukaandaar bill mein add kar dega?"

Nahi kar sakta.

Rs 2,000 tak ke UPI par charge na lagna ek statutory baat hai — S.O. 5067(E), Section 10A ke under — aur wo banks aur system providers ko bandhta hai.

Rs 2,000 se upar wale MDR ko merchant customer par na daale — yeh network rule aur acquiring bank ke contract ke through enforce hota hai, NPCI ki advisory par. Iska matlab yeh nahi ki wo kamzor hai; iska matlab yeh hai ki enforcement aapke bank ke through aata hai, kisi criminal provision ke through nahi.

Practical baat: agar koi merchant aapse UPI ke naam par extra maangta hai, to wo apne acquiring bank ke saath kiye gaye agreement ke khilaaf jaa raha hai. Aap uske bank ya payment service provider ko report kar sakte hain.

Business owner ke liye — teen cheezein jo abhi tak kisi ne nahi batayi

Ab tak sab news thi. Yeh hissa accounting ka hai, aur yahi actual kaam hai.

1. Aapka bank credit ab gross sale ke barabar nahi rahega

Settlement MDR kaat kar aayega. Rs 10,000 ki sale par bank mein Rs 9,960 aayega (aur GST ke baad thoda kam).

Iska matlab yeh hai ki bank reconciliation ka logic badal jaayega. Ab tak bahut se chhote businesses UPI credit ko seedha sale maan kar tally kar lete the. 15 October ke baad yeh match nahi karega, aur har din ek chhota unexplained difference banega jo mahine ke ant tak reconcile karna mushkil ho jaayega.

Books mein sale gross record hogi, aur MDR alag bank charges / payment gateway charges expense head mein. Agar aap net credit ko hi sale maan kar chaloge to turnover under-report hoga — aur GST return ka turnover aapke books se nahi milega.

Yeh entry 15 October se pehle set kar lena behtar hai, baad mein pichhle transactions theek karne se.

2. Section 44AD wale merchants ke liye ek chhupa hua point

Agar aap presumptive taxation (Section 44AD) par hain, to aapki income turnover ke percentage par deemed hoti hai — digital receipts par 6%. Us scheme mein Sections 30 se 38 ke deductions pehle se allowed maan liye jaate hain, alag se claim nahi hote.

Matlab: MDR aapke liye ek alag deduction nahi banega. Wo deemed income ke andar absorb ho jaayega. Regular books wale business ke liye MDR ek normal deductible expense hai; 44AD wale ke liye wo sirf cash flow ka hit hai, tax ka relief nahi.

Chhote merchants ke liye yeh farak chhota dikhta hai lekin high-turnover, low-margin business (jaise trading ya distribution) mein yeh maayne rakhta hai. Section 44AD calculator se apna number dekh lijiye.

3. GST aur input tax credit — yeh abhi settled nahi hai

Is article ki date tak CBIC ka koi clarification nahi aaya hai. Isliye ise expected position samajhiye, confirmed nahi. Rs 10,000 ki sale par MDR Rs 40, uspar GST kareeb Rs 7.20 — aur agar full ITC milta hai to effective cost wapas Rs 40 par aa jaata hai. Composition scheme wale ke liye poora Rs 47.20 cost hai.

Apne GST position ke hisaab se number nikalne ke liye GST calculator use kijiye, aur agar MDR aapke margin ko chhoo raha hai to MSME break-even calculator mein use ek variable cost ki tarah daal kar dekhiye ki break-even kitna shift hota hai.

Myth vs fact

"UPI ab paid ho gaya." — Customer ke liye nahi. Aap jo pay karte hain, wahi pay karenge.

"Har UPI payment par charge lagega." — Sirf merchant payments par, aur sirf Rs 2,000 se upar.

"Ghar bhejne wale paise par bhi lagega." — Nahi. P2P poori tarah bahar hai, kisi bhi amount par.

"Chhoti dukaan wale ko bhi dena padega." — Mahine mein Rs 1 lakh tak QR par receive karne wale P2PM merchants par MDR nahi hai.

"Rs 2 lakh ke payment par Rs 800 lagega." — Nahi, Rs 300. Cap Rs 75,000 par lag jaata hai.

"Dukaandaar 0.4% bill mein jod dega." — Wo aisa kar nahi sakta; banks ko iske liye instruct kiya gaya hai.

"Sarkar ne wapas le liya hai." — 16 September 2026 tak Ministry of Finance ne public roop se confirm kiya hai ki koi rollback nahi hai.

NPCI ne khud kaha hai ki is topic par sirf Ministry of Finance, RBI, NPCI aur PIB ke official updates par bharosa karein. Yeh achhi salah hai — is ek topic par galat information ka circulation asaadharan roop se zyada raha hai.

Jo abhi bhi settled nahi hai

Imaandari se, teen cheezein abhi khuli hain —

  1. GST aur ITC ka official position. CBIC clarification ka intezaar hai.
  2. P2PM se P2M transition ka operational detail — merchant ko category change ka intimation kis form mein milega, yeh bank-specific rahega.
  3. Special-rate categories ki poori notified list — utilities aur "notified" sectors ki exact boundary implementation ke waqt hi saaf hogi.

In teeno par jab clarity aayegi, yeh article update hoga.

Aapko abhi kya karna chahiye

Customer hain to — kuch nahi. Sirf yeh jaan lijiye ki koi aapse UPI par extra maange to wo galat hai.

Merchant hain to, 15 October se pehle —

  1. Pichhle teen mahine ka UPI inward credit dekh lijiye. Rs 1 lakh/month se upar hai ya neeche — yahi decide karta hai ki yeh aap par lagta bhi hai ya nahi.
  2. Apne Rs 2,000 se upar wale transactions ka share nikaaliye. Yahi aapka actual exposure hai, total turnover nahi.
  3. Books mein "Payment Gateway / MDR Charges" ka expense head abhi bana lijiye.
  4. Accountant ko bata dijiye ki UPI settlement ab net aayega, taaki reconciliation pehle din se sahi rahe.
  5. Agar aapka average ticket size bada hai, to payment mix (UPI, card, NEFT/RTGS) ek baar dobara dekh lijiye — cap ki wajah se arithmetic ab pehle jaisi nahi hai.

Frequently asked questions

Will I be charged for paying by UPI from 15 October 2026?
No. The MDR is a cost borne by the merchant accepting the payment, not by the person making it. You continue to pay only the price displayed. NPCI has also instructed banks to ensure merchants do not add the charge to a customer bill, and the Ministry of Finance notification of 14 September 2026 separately bars banks and system providers from levying any charge on UPI payments up to Rs 2,000.
Does this apply to money I send to family or friends?
No. Person-to-person transfers are outside the framework entirely and remain free for both sender and receiver, at any amount. The MDR applies only to person-to-merchant payments, and only above Rs 2,000.
My local vegetable seller takes UPI on a QR code. Will he now pay 0.4%?
Most likely not. Small vendors receiving up to Rs 1 lakh a month through a UPI QR code fall in the P2PM category, which carries no MDR at all regardless of individual transaction size. A merchant crosses into the charged category only after inward UPI credits exceed Rs 1 lakh a month for three consecutive months.
What is the most MDR a merchant can be charged on a single payment?
Rs 300. The 0.4% rate applies until the arithmetic reaches the cap, which happens at Rs 75,000. Above that the charge stays flat at Rs 300, so a Rs 5 lakh payment costs the merchant the same Rs 300 as a Rs 75,000 one.
Is GST charged on the MDR, and can a merchant claim it back?
NPCI has stated that the rates are exclusive of GST as applicable. Tax practitioners quoted in the financial press expect GST at 18% on the MDR, with input tax credit available to a GST-registered merchant subject to the usual conditions, and not available to a composition taxpayer or to the extent the charge relates to exempt supplies. No CBIC clarification had been issued as at the date of this article, so treat the rate and the credit as the expected position rather than a settled one.
Has the government rolled this back after the criticism?
No. As at 16 September 2026 the Ministry of Finance had publicly confirmed there is no rollback of the 0.4% MDR. If that changes it will be announced by the Ministry of Finance, the RBI, NPCI or the PIB, and those are the only four sources worth acting on.
